The short answer: No. Here’s why—and why that policy protects you, your neighborhood, and our community.

🚫 It's Against Local Law

In Volusia County, Flagler County, and in every city or town within these counties, it is illegal to place landscaping or construction materials in the public right-of-way, including:

  • Streets
  • Sidewalks
  • Public easements
  • Road shoulders

Cities such as Ormond Beach, Daytona Beach, South Daytona, and Palm Coast enforce municipal codes that prohibit obstructing public roads with any material—no matter how temporary. These rules are also strictly enforced in unincorporated areas of both counties.

⚠️ It’s a Safety Issue

Even short-term placement of materials in public roadways or shoulders poses real risks:

  • 🚑 Obstructs emergency vehicle access
  • 🚶 Creates hazards for pedestrians and cyclists

  • Pre-approval during order placement
  • Signed Property Damage Waiver
  • Payment of any applicable off-pavement delivery fees

If we arrive at a site where no legal and safe placement location is available, we may need to reschedule the delivery.
